Century College (MN)
Russ supported this Minnesota State college through the assessment of its online learning activities and services, and identification of pathways to strengthen and leverage online learning as a strategy to support Century College’s mission and strategic goals. The project capstone was a medium-term strategic plan that included quantifiable goals, quality assurance strategies and strategies that inform and engage stakeholders as the College looks to scale online learning while improving student success and faculty engagement. The plan aligned its recommendations with regional accreditation, federal and NC-SARA requirements.
University of West Florida (UWF) & Florida Virtual Campus (FLVC)
Recent work focused on options and recommendations to strengthen the strategic value of the FLVC's Distance Learning and Student Services division and its associated Members Council. DLSS services and resources, both current and prospective, were identified to better position the DLSS as a valued asset for Florida’s higher education community. Case studies of other e-consortia’s products and services that may be useful were considered.
Earlier work with UWF and the FLVC assisted leadership in the merging their organizations. Work included development of a conceptual white paper to guide a dialog among stakeholders to shape an organization that is responsive to their needs and also perceived by policy makers as a primary entity engaged in innovative distance education practices in Florida.

Wichita State University (KS)
Russ served as an adviser and consultant to assess the University’s
readiness to expand online learning offerings and to enhance centralized
services and resources to support the expansion.
Ohio University
Russ provided a readiness review and program assessment of
eLearning Ohio, including: institutional policies and governance processes;
strategic and tactical plans; HLC AQIP accreditation guidelines; and on-site
interviews with key stakeholders.
Broward College (FL)
Through a review of the literature regarding blended learning best practices and input from focus groups, Russ developed a position paper to inform the future of blended learning at large, comprehensive state college. Russ also developed a series of white papers to guide the College’s planning and policy activity related to: the creation of an Institutional Review Board; course repeats; and sustaining or eliminating child care services on the College's campuses.
